Meaning

The social elite - the aristocracy, or the wealthiest and most privileged class of a community. The phrase is nearly always 'the upper crust', and it usually carries a faint sneer or irony toward people who consider themselves society's finest. Informal to neutral; often faintly mocking. Do not repeat the bread-and-gentry tale as fact - it is a recognized false etymology. Regional use: General English (British origin).

Origin

The loaf story - medieval gentry receiving the unburned upper crust while servants ate the charred bottom - is widely repeated but unsupported: the Phrase Finder calls the bread connection fanciful and links it to the 'Life in the 1500s' hoax email, and the closest early text, John Russell's Boke of Nurture (c. 1460), shows only that a loaf's top could be cut for a superior ('Kutt ye vpper crust for youre souerayne'). Etymonline dates the literal bread sense to the mid-fifteenth century. Other early senses meant the earth's surface or a person's head or hat - Grose's 1823 slang dictionary still uses the head sense. The class meaning is nineteenth-century slang: John Badcock's 1823 'Slang: A Dictionary of the Turf' is the earliest known citation ('Mister Upper-crust'), and Etymonline dates the high-society sense by 1836. The best-supported view is a simple top metaphor, not a bread-serving custom.
