Origin

This one is older than it sounds. The literal sense, halfway across the sea, appears in a royal customs letter of 1551 about goods shipped out illegally, and Raleigh's essays use it literally in 1667. Dryden extended it figuratively in 1692 with a dying hero 'half seas o'er to death', and the drunk sense follows quickly: B. E. Gent's dictionary of canting-crew slang defined half seas over as almost drunk in 1699, and The Spectator applied it in 1714 to an alderman mellow before the bonfire was out. The image is a voyage midway between sobriety and drunkenness. Etymonline, dating the drunk sense to 1736 and the literal phrase to the 1550s, dismisses the rival explanation that it describes waves washing over a low-laden ship's deck, since that literal sense is nowhere recorded, and a 1981 suggestion that the phrase corrupts a Dutch beer name is straightforward folk etymology.
