Meaning
To take preventive action too late, after the mishap it was meant to avert has already happened - tightening security after the breach, writing the safety rule after the accident. A reproach against after-the-fact remedies: the precaution is not necessarily wrong, but it is pointless now that the horse is long gone from the stable. Usually clipped in speech ('that's shutting the stable door...'). The tense shifts in past narration ('after the horse had bolted'). Equivalent proverbs exist across the European languages. Regional use: International English; the British bolted form versus the American barn-door and stolen forms.
Origin
One of the oldest English proverbs still in everyday use. The Phrase Finder traces it to John Gower's Confessio Amantis (1390): 'For whan the grete Stiede / Is stole, thanne he taketh hiede, / And makth the stable dore fast' - the earliest form having the horse stolen, not escaped. John Heywood's 1546 proverb collection has 'Whan the stede is stolne, shut the stable durre', and Defoe's Farther Adventures of Robinson Crusoe (1719) the modernised 'shutting the Stable-door after the Steed was stolen' - all three verified on the fetched Phrase Finder page. The now-standard British wording 'after the horse has bolted' - the horse escaping of its own accord rather than being stolen - is a later development of the same proverb, and American English generally prefers barn to stable. So any claim that the saying is modern fails: the core proverb is over six hundred years old; only the bolted wording is recent.
